Roof Repair Program - Owner Occupants
Roof ReliefThe City of Rochester is accepting pre-applications for financial assistance for the next phase
of the City's Owner-Occupant Roofing Program from August 28, 2017 and closes on September 28, 2017.
During this phase, the City will only be accepting pre-applications from senior citizen owner-occupants who have not
previously filed a pre-application. Residents may inquire with their Neighborhood Service Center (listed below) to find
out if they are currently on the list of applicants. Grant awards cover the cost of roof replacement and other related
repairs such as gutters, downspouts, roof flashing and minor chimney repair. A limited number of homeowners will
be selected from each quadrant of the city during a drawing scheduled for noon on Tuesday, October 3, 2017
at Thomas P. Ryan R-Center, 530 Webster Ave. Applicants do not need to be present at the drawing. Selected residents
will be notified. To ApplyInterested homeowners may submit a pre-application at their nearest Neighborhood Service

Program
Requirements - Property owner must be a senior citizen, age 62 or older.
- Property
owner must own a single-family residential structure located in the city of Rochester and occupy such property as their principal
place of residency. Ownership must be evidenced by a recorded property deed.
- Property owner must sign a Program Agreement
and a Note and Mortgage with the city which requires the owner to live at the property for a period of 3 years after project
completion. The owner cannot sell the property during the compliance period.
- Property owner cannot have received financial
assistance greater than $5,000 through a City housing rehabilitation program in the past 7 years.
- City of Rochester
and Monroe County property taxes must be current or owner must be current with payments under a tax agreement.
- Property
cannot be subject to a mortgage or tax foreclosure.
- Household income cannot exceed 80% of the area median income as
per the chart below.
